The agreement between Rome and Brussels gives the green light to a budget that in terms of quality is not very convincing. Both the Italian government and the European Commission know that the budget will not be enough to help Italy get out of the stagnation it has been in for some time. The problem is not with the aggregate figures (although the accounts may be adjusted in 2019), but with the baseline.
