September 26, 2015 – Il Sole 24 Ore published an editorial by SEP Senior Fellow Carlo Bastasin, in which he discusses the Volkswagen scandal and its implications. He argues that the moral position of Europe has been put into question, more so because the “cheating” was discovered in America. This means that the regulation in Europe, at least with regard to emissions testing, is subordinate to that of the United States, which is the opposite of what has been argued during TTIP negotiations. The US is pursuing a trade agreement with the Pacific in parallel with the Atlantic, and the risk exists that the transpacific treaty will be affirmed prior, allowing America to present a framework to Europe as a fait accompli.
