The solidity of a social state is based on two pillars: the “horizontal” equity of the fiscal burden and benefits and the stability of the public accounts. The first means that citizens in the same economic situation must be treated equally by the tax authorities and the second means that social expenditure must not progressively weigh down on future generations. If these conditions do not exist, the social pact will crumble and solidarity among citizens will disappear.
