How the Recovery Fund’s emergency brake will work – Gian Luigi Tosato - Affari Internazionali

The introduction of the "emergency brake", which served to overcome the disputes regarding the management of the Recovery Fund, is not an absolute novelty. The Maastricht Treaty already makes use of this mechanism to build a bridge between unanimous and qualified majority Council decisions. It may therefore be useful to compare the emergency brake as outlined in the Conclusions of the recent European Council meeting with that already in place in EU law.
